Rezumat:
It is noticeable, in the evolution of parliamentary control in Romania, that the first written constitutions stipulated, among parliamentary control procedures, the following: personal political liability of ministers before the Ruler, penal and civil liability of ministers, the right to petition, parliamentary inquiries, the right to interpellate ministers, political ministerial responsibility following the countersigning of a royal act and the impossibility of defence, by a minister, by invoking an order given by the king. The constitutional documents that were analyzed did not regulate expressly the solidary political responsibility of ministers before the Parliament, which was imposed gradually, by common law.
