Rezumat:

In all accession countries, a widespread suboptimal allocation of the labor force still persists, as the new economics need more time to find optimal equilibrium levels. As further realignment of the respective economies within the EU, after accession, is due to occur, the tremors in the labor market will persist for years to come.

Government expenditures required in the need to reabsorb and reorient the skilled labor force left behind in transition in the accession countries should be given some leeway in exceeding the budgetary constraints set by the accession rules, as migration caused by joblessness or perceived lack of job security have been proved to be primary effects associated with the given post communist transition.
