After 10 years of hard and difficult transition, Romania is still an example of so called „vicious circles of human resources”. Firstly, the reforms engaged in different sectors (economy, education, health, political system, administration) cannot be finished without professional human resources. Secondly, slowing down or postponing of the reforms stumble over generating of material and financial resources necessary in human resources investment. In order to get out of this “vicious circle”, which perpetuation risks to produce an unfinished transition, is necessary a global policy for reconsideration of human resources role in the entire reforms.
